British Columbia is making a significant change to its overdose-prevention program, and it's stirring up quite the debate. The province will now require individuals prescribed safer drug supplies to have a witness present while they consume their medication. This shift aims to curb the diversion of these drugs into the illicit market, but it's sparking both support and criticism.
This new rule, which took effect on December 30, affects everyone in B.C. receiving a prescribed safer supply. They will need to have their consumption observed by a medical professional or pharmacist. The government's primary concern is to prevent the prescribed drugs from being sold on the streets.
The province first signaled these changes back in February, initially affecting new patients. This move to a witnessed model follows the revelation of leaked internal RCMP slides. These slides indicated a "significant proportion" of prescribed opioids were being diverted and trafficked within B.C.
Health Minister Josie Osborne emphasizes that this change is crucial to ensure the prescribed alternatives reach those who truly need them. The goal is to keep people alive and connected to care and treatment.
However, the new guidelines do allow for "limited exemptions to witnessed dosing" in "exceptional circumstances." For example, individuals in communities with limited resources, such as those living in rural areas where pharmacies might have restricted hours, may be considered for exemptions.
But here's where it gets controversial... The number of patients in the prescribed safer supply program has decreased. It peaked at approximately 4,500 patients in March 2023, and by July of this year, the number had dropped to around 2,200. The program itself was launched in March 2020, coinciding with the COVID-19 pandemic.
The decision to end take-home safer supply was prompted by a leaked police presentation. This presentation revealed that some pharmacies were allegedly offering incentives for clients to receive prescriptions, with over 60 pharmacies identified.
Minister Osborne stated that a police investigation into safer supply diversion is ongoing, but declined to provide further details.
Claire Rattée, the Conservative MLA for Skeena and the Official Opposition critic for mental health and addictions, reiterated the Tories' stance that taxpayer money shouldn't be used for safer supply programs.
On the other hand, Minister Osborne maintains that the prescribed safer supply program saves lives. She points to a peer-reviewed study showing that prescribed medical-grade opioids significantly reduced overdose deaths for drug users in B.C.
And this is the part most people miss... The shift to a witnessed-only consumption model has raised concerns among doctors. Dr. Ryan Herriot, co-founder of Doctors for Safer Drug Policy, believes the move constitutes "egregious political interference in medical decision-making." He argues that it hinders individuals from leading normal lives, essentially tethering them to a pharmacy.
